The Constitutional Council shall be responsible for the following matters: the fundamental rights and freedoms provided for in the preamble and other articles of this Constitution, the status of the family and civil status, the principles and rules of the health system, the regime of the audio-visual media and the press in all its forms, amnesty, the nationality and status of foreigners, the determination of offences and the penalties applicable to them, the organization of the judiciary and the creation of new categories of courts, civil and criminal procedure, the prison system, the general statute of the civil service, the fundamental guarantees granted to civil and military civil servants, the status of law enforcement services and forces, the system of local authorities, including the principles for the delimitation of their territorial jurisdiction, the electoral system of local authorities, including the principles for the division of electoral constituencies, the tax system and the basis, rates and methods of collection of taxes, the legal system for issuing money and the status of the central bank, the system of customs, the system of civil obligations.
