This book constitutes the refereed proceedings of the Third Latin American Workshop, LAWCN 2021, held in Sao Luis do Maranhao, Brazil, during December 8?10, 2021. The 13 full papers and 3 short papers included in this book were carefully reviewed and selected from 27 submissions.
