A second reason for hoping that this volume may not be without its use is to be found in the cry that is raised on all sides for a Navy on a war footing. Evolution, and not revolution, is the safest and most lasting method of progress. There is peril in the repeated demands upon the Admiralty to abandon all the methods of the past and embark upon adventures which experience may show to have been impolitic. It is repeatedly claimed that we need a variety of auxiliary vessels always in commission accompanying the squadrons on their cruises; that the Admirals should be younger; that several of the squadrons in distant parts of the world should be abolished; that the personnel of the Fleet should be largely augmented, and that the Admiralty itself should be turned upside down in order that the administration of our Navy may be brought more into line with that of the German Fleet.
In all clamour there lies serious danger. Every reform requires deliberate consideration. The machinery in itself is not so anachronous as is hysterically claimed.
