Biographie: Douglas F. Morgan is Professor Emeritus of Public Administration in the Hatfield School of Government at Portland State University. Richard T. Shinn is Professor Emeritus of Public Administration in the Hatfield School of Government at Portland State University. Kent S. Banyan is Professor of Public Administration in Department of Political Science and Public Administration at Florida Gulf Coast University.
