This AY-10 USAWC Resident Student paper reviews the importance of war termination in a post 9/11 global environment using a historical analysis as a baseline. Levels of analysis of international relations are applied to patterns of war termination. These levels consist of the balance of power in international, domestic and individual level activities as they are influenced by national security policies, and civilian and military relations.
