On December 10, 1941, in the aftermath of the Japanese attacks on the Philippines, young, lean, and strong United States Navy Lieutenant Allen Moore maneuvers his speeding torpedo boat into Manila Bay. Cavite Navy Yard is heavily damaged, and the ships at anchor are smoldering. Moore, along with Executive Officer Charles Osborne and Chief Petty Officer Maxwell Thomas, are bent on playing a significant role in the burgeoning war.
