Dr. Kissam's tenderness of heart, sense of justice, and professional pride, could not look upon this state of things unmoved. He took the initiative, and called frequent meetings of medical men at his own house, to consider and to devise some plan to effect a thor ough reform. This was no easy task, for it took away lucrative offices which had long been prizes for successful political partisans.
