The situation is not exclusive to Zambia. There are reports that criminal elements tied to the drug trade are gradually undermining the legitimacy of other African countries, placing new and fragile democracies in a very precarious situation.

We must come to terms with the truth. Narcotics trafficking in Africa is a disaster waiting to happen. We cannot, I repeat we can not, allow the U. S. Government to be intimidated in the fight against drug lords wherever they may be.
