At this stage of the reflection, we will rely on the report and the opinion of the Economic and Social Council carried by Vincent Assante, in which the emphasis is placed on a series of causes of blockage, which almost three years later remain in the state in which the rapporteur was able to analyze them. For him, the delays and blockages in the reception and integration of people with disabilities present important societal causes in France. He observes in fact that society is organized by and for able-bodied people, having difficulty accepting particularities, paying insufficient attention to technological innovations even though they would be likely to make life easier for everyone, starting with disabled people. Finally, the overall political will is insufficiently rooted in reality. From an institutional point of view, the author of the report underlines the rigidity of the legislative framework, the establishment of an orientation and allocation system unfavorable to autonomy, decentralization and distribution of skills leading to a dilution of responsibilities, a blurring of policies and a loss of energy....
