It highlights how a significant portion of Odisha's land is classified as Recorded Forest Area (RFA), though it does not actually bear plants. This classification significantly restricts land use because it is subject to strict forest laws and it hinders potential economic development in the region. The author argues that these restrictions create substantial opportunity costs and prevent productive use of the land. He proposes that utilizing this land for economic purposes by maintaining a balance with the environmental conservation objectives of the state could boost the state's economy by creating jobs, generating revenue, and contributing to GDP.
