TONI ASHTON is an Associate Professor in Health Economcs in the School of Population Health at the University of Auckland, New Zealand. KEITH G. BANTING is Professor in the School of Policy Studies and the Department of Political Studies at Queen's University, Canada and holder of the Queen's Research Chair in Public Policy. DANIEL B?LAND is Professor of Public Policy and Sociology at the University of Saskatchewan, Canada. EDWARD D. BERKOWITZ is Professor of History and Public Policy and Public Administration at George Washington University, USA. FABIO BERTOZZI is scientific collaborator at the social policy unity of the Swiss Graduate School of Public Administration (IDHEAP) associated with the University of Lausanne, Switzerland. PAUL BLOMQVIST is Associate professor at the Department of Government, Uppsala University. GERARD W.
