Résumé :
The goal of this investigation was to evaluate the public service training and development policy. The public service training and development policy is not effective. The discoveries from the investigation demonstrated that most of the educators in their working stations are not informed of the presence of the training and development policy. Educators who stand aware of it indicated that the policy is not effectively implemented at their work stations. Appraisal of literature on training and development if conducted about needs assessment to identify subject specific competency gaps and in teaching methodology improves teacher and learner performance in class. The investigation attained its planned determination of evaluating the public service training and development policy. The investigation demonstrated that the insinuation of the policy is not effective and efficient although the discoveries cannot be universal since it was conducted on a small scale in one district when Zambia is blessed with ten districts....
